About the project
The project targets the development of the cement terminal in Midia Port through the creation of a modern storage capacity of 12,000 tonnes and its equipping with high-performance equipment for the unloading, handling and transfer of cement. The investment contributes to increasing the operational efficiency of port activities and to strengthening Midia Port's role in the transport of construction materials and in the development of logistics corridors in the Black Sea region.
Project objective
The project aims to modernise the port infrastructure dedicated to cement handling, so that loading, unloading, storage and transfer operations are carried out faster, more efficiently and under enhanced conditions of safety and environmental protection. At the same time, the investment supports the development of efficient logistics routes for the transport of construction materials, including in the context of the reconstruction process of Ukraine.
Target group and beneficiaries
The project is addressed to:
- cement importers and distributors from Ukraine;
- cement producers and exporters from Romania;
- port operators;
- maritime, rail and road transport operators;
- companies involved in the logistics and supply chains of the Black Sea region;
- authorities and institutions involved in the development of port and logistics infrastructure.
The final beneficiaries are the economic operators that use the port infrastructure, as well as the local and regional community, through the development of economic activities and the increase of Midia Port's competitiveness.

Following the implementation of the project, a modern terminal for cement handling was built, with a storage capacity of 12,000 tonnes, equipped with:
Project impact
Before the implementation of the project, cement handling was carried out with equipment and technologies that limited the operating capacity and generated higher logistics costs.
After the implementation of the project, Midia Port has a modern infrastructure that allows:
- increasing the cement handling and storage capacity;
- reducing loading and unloading times;
- streamlining logistics operations;
- reducing operational costs;
- improving environmental protection conditions through the use of modern equipment;
- strengthening Midia Port’s role in the Black Sea region and supporting the logistics routes used, including for the transport of materials destined for the reconstruction process of Ukraine.
The project is co-financed through the Transport Programme 2021–2027, under the call for projects PT/237/PT_P7/OP3/RSO3.1/PT_A16 – Carrying out investments in the port loading/unloading and goods storage superstructure in order to reduce the blockage in the area of Romanian ports as a result of the blocking of the navigable routes in Ukraine.
The investment contributes to Priority 7 – Development of maritime and multimodal transport, within the policy objective „A more connected Europe”, by achieving the specific objective RSO3.1 – Development of a climate-resilient, intelligent, safe, sustainable and intermodal TEN-T network.
